FIFA has suspended the Pakistan Football Federation (PFF) due to third-party interference and also the Chadian Football Association (FTFA) due to government interference
https://www.skysports.com/football/news/12010/12268205/fifa-suspends-pakistan-chad-football-federations-due-to-outside-interference

A group of football officials led by Ashfaq Hussain, which was elected by the Supreme Court in 2018 to run the PFF but was not recognised by FIFA, took over the headquarters recently and seized control from the FIFA Normalisation Committee headed by Haroon Malik, local media reported.

FIFA said in a statement on Wednesday that its decision to suspend the PFF was prompted by the "hostile takeover" which constituted a serious violation of its statutes.

FIFA said the latest suspension will only be lifted once it has received confirmation from the normalisation committee that the PFF premises, accounts, administration and communication channels are again under its full control.

The Chadian Ministry of Youth and Sports had stripped the country's FA of its powers on March 10 following concerns over the way it was being run and a breakdown in communication. Last month the country was disqualified from the Africa Cup of Nations by the Confederation of African Football due to the interference.

The FTFA's suspension will be lifted once the relevant government decisions have been repealed and the FTFA and its management, led by president Moctar Mahamoud Hamid, have confirmed to FIFA that its premises are under its control.

The suspension means the countries will not receive funds from FIFA and they will be barred from official competitions while development projects will also be put on hold.

FIFA’S PLAN TO ENSURE CLUBS ACTUALLY RECEIVE THE COMPENSATION THEY’RE DUE FOR TRAINING PLAYERS
https://worldfootballsummit.com/fifas-plan-to-ensure-clubs-actually-receive-the-compensation-theyre-due-for-training-players/

It has long been established that clubs who coach players between the ages of 12 and 23 are due compensation for their efforts if the player goes on to become a professional. This comes in the form of Training Compensation (paid when a player is registered for the first time as a professional or if a player is transferred between clubs of different associations before their 23rd birthday) or in the form of Solidarity Contributions (paid when a professional is transferred before the expiry of a contract).

However, the money simply isn’t flowing to the places where it should.

“When a player is transferred, the club that signs the player has the obligation to divide 5% of the value of the transfer amongst the clubs that trained the player between the ages of 12 and 23, but this doesn’t happen,” FIFA’s Chief Legal Officer Emilio García said at the 2019 World Football Summit event held in Madrid in September, where he also explained to the audience just how large the gap is between the fees due in Solidarity Contributions and Training Compensation and those actually paid.

In 2018, for example, $351.5m was due to be distributed in Solidarity Contributions, but just $67.7m was actually forked out. That’s just 19.3%. Worryingly, this percentage has been decreasing over recent years; in 2013 it was up at 28.1%. While still not nearly high enough, that was a lot better than the situation in the current transfer market, a market that is experiencing drastic change. “The system that previously worked and that has been working now needs to be revised,” García said of FIFA’s Regulations on the Status and Transfer of Players.

FIFA’s solution is for the governing body to centralise and to take greater oversight of the distribution of these payments. FIFA’s Clearing House, a separate entity that will be set up under the full control of the governing body, is a project that was approved in October of 2018 and a tender has just been held to find partners with the financial and technical expertise to help FIFA manage these funds.

While García couldn’t commit to a date as he was asked when the new system might be rolled out by World Football Summit’s interviewer David Álvarez, a journalist at El País, he did reveal that the winter window of the 2020-21 season could be the first one to function using the Clearing House. Whenever it is put into action, the smaller clubs who put in the hours and hours of coaching time to develop the star players of the future stand to benefit.

“The money is being kept away from the clubs that have really developed the players,” García said of the current situation. “There is clearly a huge gap and what we’re going to try to do with the Clearing House is to tackle this”.

Through electronic player passports that follow players from the age of 12, FIFA will be able to accurately monitor where a player has been developed and then ensure that these institutions, no matter how big or small, are compensated if they are ever due compensation for that player. While it’s easy for the first clubs that developed high-profile superstars like Eden Hazard or João Félix to learn of their former players’ latest moves, not all transfers hit the frontpages and clubs often don’t even know about all the transfers they could be chasing up.

So FIFA are removing the need for them to chase up such payments.

It’s vital, therefore, for information to be accurately recorded through the electronic passports and the FIFA Digital Football Registration and Transfer Suite, which is why free technology tools are being offered to assist the national associations.

And what if clubs fail to deposit the sufficient amounts with FIFA and their partners? In such a case, there will be sanctions.

“We’re currently studying the possibilities, but the first one we’re looking at is closing access to the transfer market for clubs who refuse to transfer the amount for the clubs who developed the player”, García said, sending a message as to just how seriously FIFA is taking this issue.

Atsiprašau kad kažkur pamečiau linką šito dokumento, bet iš FIFA archyvų informacija.

FIFA Clearing House process
1- International and domestic transfers, as well as first professional registrations, will trigger training compensation and solidarity contribution where applicable.

2- At the moment the player is registered, member associations of the training clubs of the player provide registration information for the electronic player passport through an automatic electronic interface.

3- The FIFA Clearing House entity will invoice the new club and distribute training rewards to the training clubs of the player.

Training Rewards Triggers
1 - International Transfer – Solidarity contribution + Training compensation
2 - Domestic Transfer – Solidarity contribution (with changes in FIFA’s regulations 2020)

UEFA grasinimų neišgirdo – pajėgiausi Europos klubai įkūrė naują Superlygos turnyrą
https://www.lrt.lt/naujienos/sportas/10/1389575/uefa-grasinimu-neisgirdo-pajegiausi-europos-klubai-ikure-nauja-superlygos-turnyra

Abolition of the away goals rule in all UEFA club competitions
https://www.uefa.com/insideuefa/mediaservices/mediareleases/news/026a-1298aeb73a7a-5b64cb68d920-1000--abolition-of-the-away-goals-rule-in-all-uefa-club-competitions/

Following the recommendation of the UEFA Club Competitions Committee and the UEFA Women’s Football Committee, the UEFA Executive Committee has today approved a proposal to remove the so-called away goals rule from all UEFA club competitions (men, women and youth) as of the qualifying phases of the 2021/22 competitions.

The away goals rule was applied to determine the winner of a two-legged knockout tie in cases where the two teams had scored the same number of goals on aggregate over the two matches. In such cases, the team which had scored the higher number of goals away from home was considered the winner of the tie and qualified for the next round of the competition. If the two teams had scored the same number of goals at home and away at the end of normal playing time in the second leg, extra time was played, followed by kicks from the penalty mark if no goal was scored.

With the decision to remove this rule, ties in which the two teams score the same number of goals over the two legs would be not decided on the number of goals scored away, but two 15-minute periods of extra time are played at the end of the second leg and in case the teams score the same number of goals or no goals during this extra time, kicks from the penalty mark would determine the team which qualifies to the next stage of the competition.

Since away goals would no longer be given additional weight to decide a tie, they would also be removed from the criteria used to determine the rankings when two or more teams are equal on points in the group stage i.e. the criteria applied to matches played by the teams in question. They would not be removed from the additional criteria applied to all group matches if the teams remain equal (higher number of away goals scored in all group matches), in order to retain a maximum number of sporting criteria.

Commenting on the abolishment of the away goals rule, UEFA President Aleksander Čeferin said:

“The away goals rule has been an intrinsic part of UEFA competitions since it was introduced in 1965. However, the question of its abolition has been debated at various UEFA meetings over the last few years. Although there was no unanimity of views, many coaches, fans and other football stakeholders have questioned its fairness and have expressed a preference for the rule to be abolished.”

Mr Čeferin added: “The impact of the rule now runs counter to its original purpose as, in fact, it now dissuades home teams – especially in first legs – from attacking, because they fear conceding a goal that would give their opponents a crucial advantage. There is also criticism of the unfairness, especially in extra time, of obliging the home team to score twice when the away team has scored.”

“It is fair to say that home advantage is nowadays no longer as significant as it once was,“ the UEFA President concluded. “Taking into consideration the consistency across Europe in terms of styles of play, and many different factors which have led to a decline in home advantage, the UEFA Executive Committee has taken the correct decision in adopting the view that it is no longer appropriate for an away goal to carry more weight than one scored at home.”

What has Fifa said about the international calendar?

Currently there is a 80-20 per cent split in favour of club football in the schedule. Fifa’s plans would keep that, but scrub the international windows regularly cutting into the domestic game, which is a burden for club managers.

The status quo is five international breaks (September, October, November, March), plus the off-season when tournament commitments allow.

For the way forward, Fifa has proposed two options: one window for the entirety of October, or two windows in October and March.

Fifa calculates there will be fewer days needed for qualifiers – around six of them – which will lead to an earlier finish in the club season, meaning players will get a longer break. Managers – both at domestic and international level – will have their players for longer and with a less disruptive fixture list.

However, a little-known FIFA rule dramatically put an end to Kilman’s prospects of playing for Ukraine just as he was set to join up with the squad. The rule states that a player is tied to a sporting nationality if they have played in an official competitive match, regardless of the type of football played. This could mean either association football, beach soccer or, in Kilman’s case, futsal.

SPECIAL REPORT: One agent pocketed £16MILLION from a £20M transfer as FIFA bids to clean up 'wild west' culture among intermediaries with new regulations... but middlemen are preparing to launch legal action
https://www.mailonsunday.co.uk/sport/football/article-10299847/SPECIAL-REPORT-FIFA-bids-clean-wild-west-culture-agents.html
A raft of reforms has already passed through three stages of FIFA Council approval. The headline changes — which have met with fierce opposition from agents — will involve capping any agents’ fees at 10 per cent of any transfer fee (paid by the selling club), and three per cent of a player’s wages, for contract negotiations.

Agents will be prohibited from working for two clubs in the same deal. All agents will have their names and contact details listed in a publicly-accessible database. Where data protection laws allow, all transactions will be made public, even if specific sums are not published.

From a redistributive point of view, every single international transfer will have to pass through an independent ‘clearing house’, as will all monies involved, and five per cent of all deals will trickle down to the clubs who developed the players involved in the first place.

FIFA to introduce new loan regulations
https://www.fifa.com/about-fifa/organisation/media-releases/fifa-to-introduce-new-loan-regulations

Following the decision passed by the FIFA Football Stakeholders Committee last year, the new regulations concerning loans of players in international football are now ready to be implemented. They will be submitted to the FIFA Council for approval at its next meeting with a view to their entering into force on 1 July 2022.

YouTube
https://youtu.be/O9J34LZFxI8

The new regulatory framework will include:
•A minimum loan duration, being the interval between two registration periods, and a maximum loan duration, being one year
•A prohibition on sub-loaning a professional player who is already on loan to a third club
•A limitation on the number of loans per season between the same clubs: at any given time during a season, a club may only have a maximum of three professionals loaned out to a single club and a maximum of three professionals loaned in from a single club
•A limitation on a club’s total number of loans per season. To ensure that this is implemented smoothly, there will be a transitional period as follows:
- From 1 July 2022 to 30 June 2023, a club may have a maximum of eight professionals loaned out and eight loaned in at any given time during a season.
- From 1 July 2023 to 30 June 2024, the same configuration applies but with a maximum of seven professionals.
- Finally, from 1 July 2024, the same configuration will apply but limited to a maximum of six professionals.

* Players aged 21 and younger and club-trained players will be exempt from these limitations.

At domestic level, FIFA’s member associations will be granted a period of three years to implement rules for a loan system that is in line with the principles established at international level.

UEFA approves final format and access list for its club competitions as of the 2024/25 season
https://www.uefa.com/returntoplay/news/0275-151c779310c3-b92bbf0d24f9-1000--format-access-list-for-2024-25-approved/

Following an exhaustive consultation with stakeholders in the game, the UEFA Executive Committee has today in Vienna approved the final format and access list for European club competitions as of the 2024/25 season further to its decision of 19 April 2021 to introduce the so-called “Swiss system”.

The key amendments relate to the reduction from 10 matches to 8 in the league phase of the UEFA Champions League and the change of criteria for the allocation of two of the four additional places in the UEFA Champions League, removing access based on club coefficient. This confirms UEFA’s strong commitment to the principle of open competitions and sporting merit, while recognising the need to protect domestic leagues.

The eight matches of the UEFA Champions League will be played over the ten European weeks foreseen by the decision made in April 2021. The UEFA Champions League, UEFA Europa League and UEFA Europa Conference League will all enjoy one week of calendar exclusivity.

The four additional places created by the increase from 32 to 36 teams in the league phase of the UEFA Champions League will be allocated as follows:
• One place will go to the club ranked third in the championship of the association in fifth position in the UEFA national association ranking.
• One place will be awarded to a domestic champion by extending from four to five the number of clubs qualifying via the so-called “Champions Path”.
• The final two places will go to the associations with the best collective performance by their clubs in the previous season (total number of points obtained divided by the number of participating clubs). Those two associations will earn one place for the club best ranked in the domestic league behind the UEFA Champions League positions. For example, at the end of the current season the two associations adding one club to the Champions League, based on the collective performance of their clubs would be England and the Netherlands.

• The UEFA Executive Committee once again confirmed that all games before the final will still be played midweek, recognising the importance of the domestic calendar of games across Europe.

Commenting on the decisions, UEFA President Aleksander Čeferin, said:

“UEFA has clearly shown today that we are fully committed to respecting the fundamental values of sport and to defending the key principle of open competitions, with qualification based on sporting merit, fully in line with the values and solidarity-based European sports model. Today’s decisions conclude an extensive consultation process during which we listened to the ideas of fans, players, coaches, national associations, clubs and leagues to name but a few, with the aim to find the best solution for the development and success of European football, both domestically and on the international club stage. We are convinced that the format chosen strikes the right balance and that it will improve the competitive balance and generate solid revenues that can be distributed to clubs, leagues and into grassroots football across our continent while increasing the appeal and popularity of our club competitions”

“I am really pleased that it was a unanimous decision of the UEFA Executive Committee, with the European Club Association, European Leagues and National Associations all agreeing with the proposal made. Another proof that European football is more united than ever. Qualification will thus remain purely based on sporting performance and the dream to participate will remain for all clubs.”

Format summary

Taking the total number of teams from 32 to 36 in the UEFA Champions League, the biggest change will see a transformation from the traditional group stage to a single league phase including all participating teams. Every club will now be guaranteed a minimum of 8 league stage games against 8 different opponents (four home games, four away) rather than the previous six matches against three teams, played on a home-and-away basis.

The top eight sides in the league will qualify automatically for the knockout stage, while the teams finishing in ninth to 24th place will compete in a two-legged play-off to secure their path to the last 16 of the competition.

Similar format changes will also be applied to the UEFA Europa League (8 matches in the league stage) and UEFA Europa Conference League (6 matches in the league stage) and both will also include 36 teams in the league phase.

FIFA suspends India's FA because of 'undue influence from third parties,' strips country of U17 Women's World Cup

India's highest court had disbanded the All India Football Federation (AIFF) in May and appointed a three-member committee to govern the sport.

The ruling from football's governing body comes after India's Supreme Court appointed the committee to take over the "day to day governance" of the AIFF in May after its president, Praful Patel, failed to hold elections originally scheduled for December 2020.

Fifa's member federations must be free from legal and political interference.

"The suspension will be lifted once an order to set up a committee of administrators to assume the powers of the AIFF Executive Committee has been repealed and the AIFF administration regains full control of the AIFF's daily affairs," Fifa added.

"FIFA is in constant constructive contact with the Ministry of Youth Affairs and Sports in India and is hopeful that a positive outcome to the case may still be achieved."

CoA Statement
https://www.the-aiff.com/article/coa-statement

NEW DELHI: The Committee of Administrators (CoA) has expressed its surprise and disappointment at the recent turn of events, by dint of which, the All India Football Federation has been suspended by FIFA, the governing body of world football, from August 14, 2022 until further notice, as per a letter from Fatma Samoura, Secretary General, FIFA, on August 15, 2022.

The CoA is surprised that the FIFA decision has come when extensive discussions were going on for the past few days between all stakeholders, including FIFA-AFC, AIFF, CoA, and the Sports Ministry as per the Order of the Supreme Court. While the CoA was committed to implement the Hon’ble Supreme Court’s Order regarding the elections of the AIFF, passed on August 3, 2022, it was also in constant dialogue with all stakeholders.

In the discussions held among the FIFA-AFC, AIFF, CoA, and the Sports Ministry in the past few days, it was suggested that the present elections of the AIFF Executive Committee may be conducted with the Electoral College consisting of 36 state representatives.

It was also suggested by FIFA through the Sports Ministry that the EC may consist of 23 members, including six eminent players. The 17 members (inclusive of the President, a Secretary General, a Treasurer, one Vice President, and one Joint Secretary) will be elected by the above electoral college. Out of the six eminent players, four will be men, and two women. The eminent players may be nominated (co-opted) in the EC and shall have the voting rights, thus making it above 25 percent of the EC.

The abovementioned points, the CoA strongly feels, are very much in sync with the letter issued by FIFA-AFC to the AIFF Acting General Secretary on July 25, 2022. The letter said: “As per the draft Statutes shared with us, there will be an additional 36 Eminent Players in the AIFF Congress from the existing 36 Member Association. Although we agree that the players’ voice needs to be heard, we are also of the view that the importance of the existing members of AIFF should not be undermined. However, we understand the requirements of the Sports Code of India and recommended AIFF to bring in a presence of above 25 percent of the Eminent Players in the AIFF Executive Committee as Co-opted Members.”

The CoA also made all arrangements as per the Order of the Hon’ble Supreme Court, to conduct the AIFF elections under an independent committee, consisting of eminent and highly reputed election officers. This too, is in line with the FIFA letter dated August 15, 2022, which says: “Concurrently, an independent electoral committee to be elected by the AIFF general assembly to run the elections of a new executive committee.”

In light of the above, the CoA is surprised by the world body’s decision to slap the suspension on Indian Football in the midst of discussions going on among all stakeholders to find the best possible solution in the current situation. The fact that while the letter dated August 15, 2022, from FIFA stated that Indian Football, was being suspended from August 14, 2022, the discussions between the world body and all stakeholders in India were in full swing till late in the day on August 15, 2022.

CoA chairman Justice (retd.) Anil Dave said, “It is unfortunate to see such a directive by FIFA during a time when all efforts were being made to put Indian Football back on the right track. That being said, we are constantly in talks with all the stakeholders, including FIFA, to find the correct solution to this situation, and get the ball rolling once again.

“It is really deplorable that for almost last two years, the body, whose term had already been completed, had continued in an absolutely undemocratic and illegal manner, no action was taken. But when the Hon’ble Supreme Court passed an order to set things right so as to see that a democratically elected body takes charge, and when the CoA and the Sports Ministry were doing their best for the implementation of the Order of the Hon’ble Supreme Court, the order of the suspension was passed by FIFA.”

CoA member Dr. SY Qureshi stated, “The recent suspension of the FIFA comes as a surprise to us all, especially since we had already found mutually accepted terms. Besides, democratic elections to elect a General Body were already on the way. However, we are hopeful that all problems will be solved to restore normalcy at the earliest.” Former India captain and the third member of the CoA, Bhaskar Ganguly said, “When a sincere effort was being made by the CoA to give due importance to the players, who are really interested in the sport, as per the spirit of the National Sports Code of India, the order of suspension has been slapped. All efforts were made by the CoA to see that the Constitution of AIFF is being framed as per the Order passed by the Hon’ble Supreme Court and the National Sports Code. It is really sad.”

The Bureau of the FIFA Council decided on 29 June 2022 to lift the suspension that was imposed on the Pakistan Football Federation (PFF) in April 2021 due to undue third-party interference.

The decision was taken after FIFA received confirmation that the normalisation committee of the PFF had regained full control of the PFF’s premises and was in a position to manage its finances.

The PFF was also informed that any undue interference in its affairs or action that could hinder the fulfilment of the mandate of the normalisation committee might lead to the PFF being suspended again and/or the imposition of other sanctions provided for in the FIFA Statutes.

The electoral college for the forthcoming elections to AIFF’s Executive Council should consist only of representatives of States/Union Territories Member Associations

https://www.lrytas.lt/sportas/futbolas/2022/10/13/news/uefa-bosas-nezada-isspirti-baltarusijos-is-futbolo-butu-truputi-populistiska--24857148

Nors daugelis sporto šakų po vasario 24 dieną pradėtos Rusijos karinės invazijos į Ukrainą nusprendė eliminuoti tiek Rusiją, tiek Baltarusiją iš savo žemėlapio, tačiau šiuo keliu nepasuko Tarptautinė Europos futbolo asociacija (UEFA).

Daugeliui sporto gerbėjų gūžčiojant pečiais, UEFA vadovas Aleksandras Čeferinas teigė nematantis problemų baltarusiams kovoti atrankos varžybose.

„Truputį populistiška sakyti, kad reikia visus išmesti lauk. Šią akimirką nematome priežasčių tą daryti. Jei padėtis pasikeis, mes nedelsiant į tai reaguosime. Politikai turėtų gerbti mūsų sprendimus. Mes valdžios atstovams neaiškiname, kaip jie turi dirbti“, – „Sport Bild“ teigė UEFA bosas.

French banking supervisory authority grants licence to FIFA Clearing House
https://www.fifa.com/legal/media-releases/french-banking-supervisory-authority-grants-licence-to-fifa-clearing-house

The authorisation from the ACPR enables the FCH to collect and process payments on behalf of clubs, in accordance with the European Union Payment Services Directive (PSD2). This means that the FCH now has the green light to get up and running.

The FCH has two main objectives. The first is to centralize, process and automate payments between clubs, initially relating to training rewards (training compensation and solidarity contributions), while the second is to promote financial transparency and integrity within the international transfer system.

It is estimated that close to USD 400 million should be distributed each year to training clubs, which currently only receive approximately USD 70-80 million.
