UEFA’s disciplinary body has issued a ten-year suspension from its club competitions for Montenegrin club FK Arsenal Tivat with lifetime bans to one of its players and the sporting director after match-fixing rule violations.

The decision concluded that the eight players and officials involved broke Article 11 (general principles of conduct) and Article 12 (integrity of matches and competitions and match-fixing) during the 2023-24 Conference League two-legged qualifying tie between Arsenal Tivat and Armenian side Alashkert FC in July 2023.

Arsenal Tivat player Nikola Celebic, 36, and sporting director Ranko Krgovic have received lifetime bans “from exercising any football-related activity”, while Cetko Manojlovic, Radule Zivkovic and Dusan Puletic have received ten-year bans. Only Manojlovic still plays for the Montenegrin side.

UEFA has also given bans to two officials from Serbian side FK Radnicki Obrenovac, Milan Vignjevic (ten years) and Goran Janjusevic (six years). Another person involved, Christos Psomiadis, received an eight-year ban.

All seven players had played in Malaysia's 4-0 win over Vietnam in the third round of the 2027 Asian Cup qualifiers on Jun 10, after which FIFA received a complaint regarding the eligibility of several players.

FIFA said the Football Association of Malaysia (FAM) had submitted eligibility enquiries to global football's governing body and used doctored documentation to be able to field the seven players, breaching article 22 of the FIFA Disciplinary Code that is concerned with forgery and falsification.

However, in accordance with Article 22 FDC, the Panel decided that the ban should only apply to matches and not to all football-related activities.

The ban from playing matches started yesterday (5 March), with credit for the period from 25 September 2025 until 26 January 2026 included, where the ban was effectively served.

Savivaldybės darbuotojai, žinodami, kad didžiosios dalies mokyklos sporto aikštyno atnaujinimo darbų rangovas neatliko ir faktinių išlaidų nepatyrė, suklastotus dokumentus pateikė Lietuvos Respublikos švietimo, mokslo ir sporto ministerijai.

Pasak pranešimo autorių, ikiteisminiam tyrimui vadovavusiam ir valstybinį kaltinimą teisme palaikiusiam Kauno apygardos prokuratūros prokurorui V. Aleknai pavyko įrodyti, kad specialią dotaciją Jurbarko rajono savivaldybės darbuotojai iš ministerijos gavo panaudoję apgaulę, – pateikę suklastotus dokumentus apie tariamai įvykdytus stadiono darbus. Vėliau savivaldybė iš ministerijos gautas lėšas pervedė faktiškai atnaujinimo darbų neatlikusiai ir tokių išlaidų nepatyrusiai bendrovei. Pastaroji bendrovė bankrutavo, neįvykdžiusi numatytų darbų.

Kauno apygardos teismas prokuroro kaltinimus iš esmės patvirtino ir konstatavo, kad tokiu būdu, apgaule gavus subsidiją už realiai nesuteiktus statybos darbus, Jurbarko rajono savivaldybei buvo padaryta didelė – 206 tūkst. eurų – turtinė žala.

Apeliacinės instancijos teismas nuteistiesiems skyrė nuo pusantrų iki pustrečių metų laisvės atėmimo bausmes ir jų vykdymą atidėjo. V. Rekešienei, D. Juodaičiui ir dviem savivaldybės specialistams trims metams atimta teisė dirbti valstybės tarnyboje ar eiti valstybės tarnautojo, arba jam prilyginto asmens pareigas. Keturi kaltinamieji dėl kredito, paskolos, tikslinės paramos, subsidijos ar dotacijos panaudojimo ne pagal paskirtį ar nustatytą tvarką (pagal Baudžiamojo kodekso 206 straipsnio 1 dalį) išteisinti, nes nebuvo padaryta veika, turinti nusikaltimo ar baudžiamojo nusižengimo požymių.

Statybos techninę priežiūrą vykdęs asmuo pripažintas kaltu dėl piktnaudžiavimo ir dokumentų klastojimo, bet atleistas nuo baudžiamosios atsakomybės pagal laidavimą. Juridinio asmens, turėjusio atlikti Naujamiesčio pagrindinės mokyklos sporto aikštyno atnaujinimo darbus, darbų vykdytojas A. S. ir šios įmonės komercijos direktoriaus pareigas ėjęs P. A. pripažinti kaltais dėl dokumentų klastojimo ir padėjimo piktnaudžiauti valstybės tarnautojams. Šiems asmenims teismas skyrė po pustrečių metų laisvės atėmimo bausmes, ir jų vykdymą atidėjo dvejiems metams.

Kauno apygardos teismo nuosprendį dar galima skųsti kasacine tvarka Lietuvos aukščiausiajam teismui.
